International Labour Organization
The situation of indigenous peoples first and Indigenous Peoples (and also tribal peoples) is a topic that has occupied the ILO since its foundation. The Indigenous and Tribal Populations Convention, 1957 (No. 107) was the first international instrument that comprehensively addressed the working and living conditions of indigenous and tribal peoples. In 1989, the Conference adopted the Indigenous and Tribal Peoples Convention, 1989 (No. 169), to revise Convention No. 107, which is now considered superseded.
The ILO affirms that Convention No. 169 is based on the recognition of the aspirations of indigenous and tribal peoples to take control of their own institutions and ways of life and their economic development and to maintain and strengthen their identities, languages and religions, within the framework of the States in which they live. The Convention emphasizes the principles of equality, consultation, participation and cooperation, and is a framework for participatory democracy, social peace and sustainable development.
Based on the work of the supervisory and control mechanisms on compliance with the Conventions and Recommendations, the ILO prepares highly relevant comments and documents on the subject.
