Special rapporteur on the rights of indigenous peoples
The Office of the Special Rapporteur on the Rights of Indigenous Peoples, created in 2001, is one of the special procedures of the United Nations Human Rights Council.
It is incumbent on the Rapporteurship to examine ways and means of overcoming existing obstacles to the full and effective protection of the rights of indigenous peoples, in accordance with its mandate, as well as to identify, exchange and promote best practices.
To do this, it should request, collect and exchange information and communications on complaints of violations and violations of the rights of indigenous peoples with all appropriate sources, including Governments, indigenous peoples and their communities and organizations.
In his work, he formulates recommendations and proposals on appropriate measures and activities to prevent and remedy violations and impingements of the rights of indigenous peoples.
It should work in close cooperation and coordination with other special procedures and subsidiary bodies of the Human Rights Council, as well as engage in a systematic cooperative dialogue with all relevant actors, including Governments, relevant United Nations bodies, specialized agencies and programmes, and with indigenous peoples.
The Special Rapporteur submits two annual reports to the Human Rights Council, one at one of its regular sessions in Geneva, usually in September, and the other at the General Assembly, usually in October. The annual reports of the Special Rapporteur include a description of the activities carried out during the year within the framework of the mandate, and usually also include the discussion of specific topics or issues of particular relevance to the rights of indigenous peoples.
It also prepares special reports to the Human Rights Council when it deems it relevant.
One of the most important activities of the Special Rapporteurships are the visits to countries in which they deepen their knowledge of national realities and as a result specific recommendations on the known reality are elaborated.
